siebel@siebelserver:/services/siebel/8.1/siebsrvr> . ./siebenv.sh
siebel@siebelserver:/services/siebel/8.1/siebsrvr> ./config.sh -mode enterprise

This starts the Graphical Configuration.

Select create new configuration.

Gateway Name Server Authentication Account Name = SADMIN

Enter the password for SADMIN twice.

Enter the host name where the Gateway server is located. In this case we have the same server for Siebel and Gateway.

Enter Gateway Port = 2320

Enter Siebel Enterprise Name.

Enter Siebel Server Name

Enter Siebel Server Description, any short text.

Select Primary Language = English.

Select all languages to be used :Here we selected Czech and English.

Enter Siebel Connection Broker Port = 2321

Network TCP/IP Port for Synchronization Manager = 40400

Leave all the 3 options unselected.

Exchange Server synchronization

Server specific Encryption Settings

Server specific Authentication 

Select external Oracle DB ODBC Driver = Yes

Select path of response file (this gives the output of your configuration)

And you are done.
